Usually, characters should be a citizen of a country. However, there are some rogues as well.
The two countries are known as the East and the West. They have different ideals, and don't often agree with each other. The stretch of land in the middle is called the Border, which is home to thieves, rogues, and many other people who've left their homes.
The East
The East is a country of grass and architecture. It is filled with fields, and most of it is on the coast. The capital, Krakos, is filled with Victorian architecture and beautiful buildings, which is also called the biggest trading center in the continent, next to Letos. The country is run by the Government, and has implemented a caste system among it's citizens. It is a heavily male dominated society, where women are not to speak unless spoken to, and are accompanied by men most of the time when out. However, wealthier women do go out on their own as well as servant women or girls running errands. Women Adventurers are not held back by this rule, provided they have the badge identifying them as a licensed Adventurer. Despite this type of society, most men do seek the advice of women for help, and many women authors or strategists have had their ideas taken by men.
Caste system:
Most often stay in the caste they were born into, unless they marry out of it, or leave the country altogether. All jobs available to these castes are listed underneath it.
The Homeless - People who live in the slums of cities, or don't have homes at all. They're citizens, but are often treated like dirt by the other members of the country.
The Servants - People in the servants caste often work for wealthier people, or even as farmhands out in the country. Some say the women of this caste have more freedom than in others, because no one cares about a servant girl.
The Middle-class - This class includes farmers, simple workers, chefs, everything of the like. These people have the most humble type of living in this country.
The Skilled - The members of this caste include shopkeepers and other skilled persons.
The Aristocrats - Wealthy persons and the government officials.

Children from any caste are not required to have a job. The children of the skilled will often become apprentices to take over the business in the future, and becoming an apprentice is one of the only ways to move up in castes.
The West
Unlike the East, the West is a desert-like country that is dotted with oasis' and low lying, dusty towns. It's capital, Letos, is by far the most lively. The city is a bustling one, always filled with people, always having fun. There are often feasts every night, the streets aglow with candles and filled with music, along with the thumping of the dusty feet of dancers, whirling around in a sea of colored cloth and golden chains. This country is prosperous, and doesn't feel the need to have a caste system like the East. The West was the home to the hero of the continent, who saved them all from the dark plague. They commemorate him with a large bronze statue in the capital's forum. People travel far and wide to see it, some leave flowers there when they're in times of worry and fright. Most couples even get married there, hoping the hero will bring them luck. The hero was the one who started the Adventurers, the guardians who protect people in their times of need, and explore the world. This country is run by the Chief Guardian and his Blade. This city is also know for their incredible metalsmith skills.

The Border
The Border is the wasteland that separates the East and the West, filled with abandoned towns, dying plants and dirty water, and after dark, Nightlings. The ones who abandon their country will often flee to here, living in old towns, with a knife underneath their pillow. This place is filled with rogues, rebels, homeless, thieves, and anyone of the like. The only two memorable things out here other than dusty old towns are the Outpost and the Underground. The Outpost is an old city where many rogues and outcasts have made their home. It is a dangerous place, but people have made a life here nonetheless. The Underground is a complex system of underground caverns with its entrance somewhere in the border. It is a group of thieves and rogues, run by the Heir. At night time, the Border is dangerous, with Nightlings still roaming about. No one is stupid enough to be caught outside at night with no defense.
